Bill Winfrey joins the Medicare Innovation team at ATI after nearly seven years at the Center for Medicare and Medicaid Innovation (CMMI), most recently leading internal strategy development to address the social determinants of health (SDOH). During his time in federal service, he also oversaw the CMMI portfolio at the Office of Management and Budget (OMB) and stood up the Department of Health and Human Service’s Value-Based Transformation initiative. His first role at CMMI was to support the development and launch of the Accountable Health Communities model, and his work since then on SDOH, health equity, and value-based payment have contributed to innovative payment, screening, and cross-sector coordination activities across models and programs at both CMMI and the Centers for Medicare and Medicaid Services (CMS).
Prior to his time in government, he worked in policy and advocacy consulting to address healthcare affordability, advance scientific research agendas, and promote patient-centeredness in healthcare. In a previous life, he worked directly with community-based organizations and schools as a program administrator and teacher serving under-resourced communities.
Bill has a Masters of Public Policy from the Trachtenberg School at George Washington University and a Bachelor of Arts in Political Science from St. Louis University.
