Morgan Craven is a Senior Director in ATI's Payer Strategy and Program Design Practice. Craven has spent more than a decade helping states, plans, and providers build better healthcare systems. As an advisor to state Medicaid agencies, she works at the intersection of policy, operations, and strategy by translating complex federal rules and financing structures into programs that function for the people they're meant to serve.
Craven has led multiple consulting engagements with state Medicaid agencies. Her efforts have included designing more than $3 billion in Medicaid quality incentive programs for California's CalAIM initiative, establishing and managing agency-wide PMOs, and supporting the successful approval and implementation of federal authorities. She has also advised several states including Hawaii, California, North Carolina, Washington, and Michigan on issues such as managed care transformation, implementation of HRSN and reentry services, and Section 1115 Demonstration development and approval. Craven has published widely with national philanthropies and speaks regularly on topics addressing Medicaid. Her areas of expertise include Medicaid managed care design and transformation, federal authorities, new benefit design, payment and financing strategies, LTSS and HCBS policy, and coverage for duals and near-duals.
