Stephen Listisen conducts qualitative and quantitative research and analysis to support ATI’s clients. He brings six years of experience in health policy research, program implementation, and stakeholder engagement, with expertise in Medicaid managed care program design, project management, and federal and state regulatory analysis.

Prior to joining ATI, Listisen served as a Senior Health Care Consultant at Myers and Stauffer, where he led projects for state government agencies, advised clients on legislative and regulatory matters, and supported the implementation of innovative Medicaid managed care initiatives. Previously, Stephen worked as an Advisory Services Analyst at Mathematica, where he coordinated multi-agency workstreams for a major state health policy initiative and contributed to a statewide analysis of home and community-based services. Stephen began his career at the Health Policy Institute of Ohio, where he supported more than a dozen projects and co-authored numerous policy briefs and publications on Medicaid, health equity, aging, child and family well-being, and behavioral health.

Listisen holds a Master of Public Administration and a Bachelor of Arts in Public Management, Leadership, and Policy with Research Distinction, along with a minor in Economics, from The Ohio State University’s John Glenn College of Public Affairs.
