Bill Winfrey is a Director in ATI’s Medicare innovation practice. He joined ATI after almost seven years at the Center for Medicare and Medicaid Innovation (CMMI), where he led internal strategy development to address the social determinants of health (SDOH).
Previously, Winfrey worked in federal service, overseeing the CMMI portfolio at the Office of Management and Budget (OMB), and led the Department of Health and Human Service’s Value-Based Transformation initiative. At CMMI, he supported the development of the Accountable Health Communities model and has seen his work on SDOH, health equity, and value-based payments contribute to innovations in payment, screening, and cross-sector coordination activities across models and programs at both CMMI and the Centers for Medicare and Medicaid Services (CMS). Before working at the federal level, Winfrey worked with community-based organizations and schools as a program administrator and teacher serving under-resourced communities.
Bill Winfrey holds a Master of Public Policy degree from the Trachtenberg School at George Washington University and a bachelor’s degree in Political Science from St Louis University.
