Senior Analyst

Madeleine Howard joins ATI with a unique background in health policy and business strategy.

Prior to joining ATI, Howard served as a Health Policy Fellow in the office of Maryland House Delegate Brooke Lierman. In this role, she conducted in-depth health policy research, drafted policy briefs and op-eds, and contributed to the formulation of state and local public health legislation. As an Analytics Consultant at Axia Women’s Health, Howard performed quantitative and qualitative research analyses on health indicators and clinical outcomes within Axia’s patient population and used predictive modeling to help inform Axia’s business growth strategy. Howard previously served as the Midwest Outreach Director for the US Global Leadership Coalition (USGLC), where she worked with federal and state lawmakers to strengthen and advance US foreign policy. Prior to the USGLC, Madeleine worked at the Bill and Melinda Gates Foundation, where she served as a Program Assistant on the Global Policy and Advocacy team.

Madeleine Howard holds master’s degrees in Public Health and Business Administration from Johns Hopkins University. She has a bachelor’s degree in Political Science and Global Health from the University of Washington.
